James is an accomplished executive with more than 20 years of experience in high growth companies. As President & CEO of eCivis, he guides the company's strategic direction and oversees all facets of business operations. Over the past decade, James has thoughtfully combined innovative technology and collaborative strategies with public sector leaders and grant professionals to help revolutionize grants management in the United States. His leadership has transformed eCivis, ultimately leading to its acquisition by GTY Technology Holdings (NASDAQ: GTYH) in September 2018. James holds a bachelors of science in business administration, with an emphasis on accounting, and a second bachelors in information technology from the University of Massachusetts. James has completed the Executive Leadership Program at Cornell University's Johnson School of Management and is Six Sigma Certified.
Merril Oliver, CGMS
Executive Vice President & COO
Merril is one of the nation's most respected and accomplished grant professionals. Prior to joining eCivis, Merril served as the director of the Maryland Governor's Grants Office. Merril was the founding deputy director of the office in 2004, serving in that capacity for 10+ years. Merril spent a year in Puerto Rico, where she developed a centralized federal funds management office for the Governor in 2014. Merril has also served on the US Office of Management and Budget and Association of Government Accountants Intergovernmental Partnership as a Steering Committee Member and co-chaired multiple workgroups for the Partnership. She was president of the National Grants Management Association from 2009-2012 and in 2011, Merril was appointed by the Obama Administration to the Presidential Executive Order Workgroup on Improper Payments. Merril earned a bachelors from Towson University.
Artur Elizarov, MBA/MA/MS
Senior Vice President of People & Administration
Art is an accomplished human resources executive and has successfully helped scale multiple technology start-ups. As SVP of People & Administration of eCivis, he will lead the execution of organizational strategy and planning, create an effective talent acquisition and development strategy, and help integrate acquisitions to drive customer success and positively impact the bottom line. Prior to eCivis, Art was the Chief Administrative and People Officer of Mission Cloud Services, Inc., Chief Operating Officer of Gimbal, Inc., a mobile advertising and data solutions provider, and Vice President of Human Resources at New Dream Network, LLC. He also spent 2 years as the Guru of Employee and Labor Relations at Los Angeles County. Art holds a bachelors in Cultural Anthropology and Ethnic Studies from UC Santa Barbara, a Master of Science in Labor Relations from the University of Massachusetts, MBA from Northeastern University, and a Masters in Organizational Leadership from Gonzaga University.
Vice President of Marketing
Sarah is a results-driven marketing executive with over a decade of experience driving demand generation for B2G SaaS companies across global markets. As VP of Marketing, she is responsible for linking the innovations of the company’s product team across the Public Sector to build the eCivis brand, create awareness, and drive customer preference for eCivis through all channels. Sarah's experience includes tours of duty at Granicus, MarkLogic and Red Hat. She is the recipient of Red Hat’s Public Sector Marketing Manager of the Year award, Experian’s Credit Excellence award, and has been recognized by her peers as a strategic advisor and thought leader throughout her career. Sarah received her BA in Communications and Psychology from the University of Toledo and Certificate in Graphic Design from the Center for Digital Imaging Arts at Boston University.
Nicolie Lettini, MBA
Vice President of Indirect Cost Services
Nicky is a nationally recognized, industry leader in indirect cost allocation and total cost of service studies. She has nearly two decades of consulting experience, preparing over 700 cost allocation plans and cost recovery services, and producing nearly $1 billion in cost reimbursement for clients during audit. As a former senior consultant with both Maximus and Public Resource Management Group, LLC (PRM, now MGT), Nicky gained a broad base of experience working for state and local governments throughout California, Nevada, Oregon, Washington, Texas, New Mexico, and Colorado. As Founder and CEO of CostTree, acquired by eCivis in March 2018, she developed the first comprehensive SaaS/Cloud cost allocation solution on the market. Nicky is a graduate in Managerial Economics from University of California, Davis and obtained her MBA in Accounting at California State University, Sacramento.
