James Ha, CGMS

President & CEO

James is an accomplished executive with more than 20 years of experience in high growth companies. As President & CEO of eCivis, he oversees the company's strategic direction and all facets of business operations. James has thoughtfully combined innovative technology and collaborative strategies with public sector leaders and grant professionals to help revolutionize grants management in the United States. James is a certified grants management specialist and has overseen dozens of key enterprise implementations in state and local government. He holds a bachelor of science in business administration, with an emphasis on accounting, and a second bachelor's degree in information technology from the University of Massachusetts. James has completed the Executive Leadership Program at Cornell University's Johnson School of Management and is Six Sigma Certified.

Merril Oliver, CGMS

Executive Vice President & COO

Merril is one of the nation's most respected and accomplished grant professionals. Prior to joining eCivis, Merril served as the director of the Maryland Governor's Grants Office. Merril was the founding deputy director of the office in 2004, serving in that capacity for 10+ years. Merril spent a year in Puerto Rico, where she developed a centralized federal funds management office for the Governor in 2014. Merril has also served on the US Office of Management and Budget and Association of Government Accountants Intergovernmental Partnership as a Steering Committee Member and co-chaired multiple workgroups for the Partnership. She was president of the National Grants Management Association from 2009-2012 and in 2011, Merril was appointed by the Obama Administration to the Presidential Executive Order Workgroup on Improper Payments. Nicolie Lettini, MBA

Vice President of Indirect Cost Services

Nicky has nearly two decades of consulting experience, preparing over 700 cost allocation plans and cost of service analysis, and producing nearly $1 billion in cost reimbursement for clients during audit. As a former senior consultant with both Maximus and Public Resource Management Group, LLC (PRM), Nicky gained a broad base of experience working for state and local governments throughout California, Nevada, Oregon, Washington, Texas, New Mexico, and Colorado. As Founder and CEO of CostTree, the leading SaaS cost allocation platform, she developed the first comprehensive cloud-based cost allocation software on the market - now a part of eCivis. Nicky is a graduate in Managerial Economics from University of California, Davis and obtained her MBA in Accounting at California State University, Sacramento.

Justin Kerr

Director of Finance & Controller

Justin is an experienced finance and accounting professional with a proven record of scaling high growth SaaS companies. Prior to joining eCivis, Justin came from accounting cloud software leader BlackLine Inc., where he held various managerial roles in operations, financial reporting and finance. During his tenure, the company scaled from $20 million in revenue to $176 million and completed a successful initial public offering in 2016. As Director of Finance and Controller, Justin ensures the timely recording and reporting of all financial-related activities and provides forward-looking guidance needed to accomplish the company’s short-term and long-term financial goals. Justin is a licensed certified public accountant in the state of California and holds a B.A. in accounting from Pepperdine University.

Sami Hoda

Director of Product Management

Sami brings 20+ years of technology savvy to the public and private sector. He oversees and manages the company's expanding product portfolio and Research team. Sami has been one of the chief architects of the company's industry leading grants management software for over ten years. Outside eCivis, he is an author, blogger, open-source contributor, and a member of the International Association of Software Architects. Sami holds two bachelor of science degrees in business administration–the first with an emphasis on computer information systems and the second with an emphasis on management and human resources, concentrating on organizational behavior.

Ryan Baird

Director of Strategic Accounts

As Director of Strategic Accounts, Ryan ensures that eCivis customers become "raving fans". He works closely with state and local governments across the United States, including key accounts in Arizona, California and Maryland. Ryan strategically aligns the sales, implementation and service processes within eCivis into a seamless experience for customers. In doing so he helps each client maximize their grant resources and improve their long term fiscal health. Ryan attended California State University of Northridge where he obtained a Bachelor of Arts degree in Music Business with an emphasis on copyright law and licensing.

Nicholas Tunney

Director of Engineering

As Director of Engineering, Nic leads the technical advancement and development of key products. He defines and communicates overall departmental goals and engineering priorities to ensure quality delivery of innovation. Taking lessons learned across multiple projects, Nic has consistently helped deliver transformative technology by adjusting the product roadmap according to market and stakeholder needs. Prior to eCivis, Nic delivered on several multi-million-dollar engagements in both the public and commercial sectors, including extensive work for the U.S. Department of Veteran Affairs and the U.S. Navy.

Jason Brayer

Director of Customer Success

Jason oversees the long term success of eCivis customers. He has managed the integration and setup of dozens of complex state and local government clients, including Georgia Department of Labor, City and County of Denver, New York Mayor’s Fund, and California Department of Fish and Game. Jason studied business at Arizona State University, and learned practical business applications with his exposure to both the public and private sectors. Jason has worked with clients from small- and medium-sized businesses, Fortune 100 companies, non-profit organizations and all levels of government. Jason received his bachelor’s from Arizona State University.

Kirk Fernandez, Board Chairman

Kirk is the founder, Chairman, and CEO of Fernandez Holdings, Inc. (FHI), and also the Chairman of the Board of eCivis. In 2001, Kirk founded Solutionz Conferencing, Inc., now a leading video conferencing and audio visual integration firm. From this success, Kirk expanded into other industries and has consolidated well-run, profitable businesses under the FHI banner. FHI finds and develops new businesses that meet the firm’s investment criteria and works with senior management of its portfolio companies to develop growth strategies, uncover new opportunities, and leverage synergies among FHI companies. Kirk holds a bachelor of science in business administration from Pepperdine University and is an advocate of philanthropic ventures.


William Ferguson, Director

Bill Ferguson Bill is the cofounder of eCivis and currently serves as Vice President of skyTrans. Bill founded The Ferguson Group (TFG) in 1982, serving as its Chairman and CEO for nearly four decades. Today, the firm is one of the top non-law lobbying firms in Washington DC and represents more public agencies and public water agencies than any other firm in Washington. Bill received a B.A. in History and Political Science from Michigan State University and attended the University of Southern California, Washington Public Affairs Center; Boston University, Department of Urban Affairs; and Harvard University, Kennedy School of Government.


Jeremy Johnson, Director

As President of Fernandez Holdings, Inc. (FHI), Jeremy is the primary driver of investment activity, focused on discovering new businesses to add to the FHI portfolio as well as managing the acquisition process. Mr. Johnson served as an adviser for FHI acquisitions prior to joining the firm in a full-time capacity. Mr. Johnson also managed Sony’s exclusive video conferencing distribution company, overseeing operations and marketing. During this time he played an active role in growing the business and preparing it for sale to a strategic acquirer. Mr. Johnson holds an MBA from Pepperdine University and is a Certified Merger & Acquisition Advisor (CM&AA) and member of the Alliance of Merger and Acquisition Advisors.
