James is an accomplished executive with more than 20 years of experience in high growth companies. As President & CEO of eCivis, he guides the company's strategic direction and oversees all facets of business operations. Over the past decade, James has thoughtfully combined innovative technology and collaborative strategies with public sector leaders and grant professionals to help revolutionize grants management in the United States. His leadership has transformed eCivis, ultimately leading to its acquisition by GTY Technology Holdings (NASDAQ: GTYH) in September 2018. James holds a bachelor of science in business administration, with an emphasis on accounting, and a second bachelor's degree in information technology from the University of Massachusetts. James has completed the Executive Leadership Program at Cornell University's Johnson School of Management and is Six Sigma Certified.
Merril Oliver, CGMS
Executive Vice President & COO
Merril is one of the nation's most respected and accomplished grant professionals. Prior to joining eCivis, Merril served as the director of the Maryland Governor's Grants Office. Merril was the founding deputy director of the office in 2004, serving in that capacity for 10+ years. Merril spent a year in Puerto Rico, where she developed a centralized federal funds management office for the Governor in 2014. Merril has also served on the US Office of Management and Budget and Association of Government Accountants Intergovernmental Partnership as a Steering Committee Member and co-chaired multiple workgroups for the Partnership. She was president of the National Grants Management Association from 2009-2012 and in 2011, Merril was appointed by the Obama Administration to the Presidential Executive Order Workgroup on Improper Payments. Merril earned a B.S. from Towson University.
Mark Colburn, MBA
Senior Vice President of Sales
Mark brings a proven track record and a wealth of experience to eCivis customers. As SVP of Sales for eCivis, he is responsible for driving growth into existing and new markets, and building a sales culture focused on customer success. Mark has built and led multiple sales teams during his career. As the leader of Oracle’s North America Public Sector Hardware team, Mark managed an ever-expanding systems and storage portfolio. Mark also led several EMC sales teams, including the overall leadership of EMC Corporation’s Federal Division. In 2009, Mark was named EMC’s Division Vice President of the Year. He started his career with IBM and rejoined the company as Business Unit Executive for IBM Federal Systems prior to eCivis. Mark graduated from The University of Maryland with a B.S. in Computer Science and received his MBA from the Wharton School of Business.
Nicolie Lettini, MBA
Vice President of Indirect Cost Services
Nicky is a nationally recognized, industry leader in indirect cost allocation and total cost of service studies. She has nearly two decades of consulting experience, preparing over 700 cost allocation plans and cost recovery services, and producing nearly $1 billion in cost reimbursement for clients during audit. As a former senior consultant with both Maximus and Public Resource Management Group, LLC (PRM, now MGT), Nicky gained a broad base of experience working for state and local governments throughout California, Nevada, Oregon, Washington, Texas, New Mexico, and Colorado. As Founder and CEO of CostTree, acquired by eCivis in March 2018, she developed the first comprehensive SaaS/Cloud cost allocation solution on the market. Nicky is a graduate in Managerial Economics from University of California, Davis and obtained her MBA in Accounting at California State University, Sacramento.
