James is the President and Chief Executive Officer at eCivis. He is responsible for guiding the company's strategic direction and oversees all facets of business operations. Over the past decade, James has thoughtfully combined innovative technology and collaborative strategies with public sector leaders and grant professionals to revolutionize grants management in the United States. His leadership has transformed eCivis, ultimately leading to its acquisition by GTY Technology Holdings (NASDAQ: GTYH) in September 2018.

Merril Oliver

Executive Vice President & Chief Customer Officer

Merril is the Executive Vice President and Chief Customer Officer at eCivis. She is responsible for optimizing the customer experience and delivering user-centric solutions that drive revenue growth and improve customer satisfaction.
Prior to joining eCivis, Merril served as the director of the Maryland Governor's Grants Office. She was the founding deputy director of the office in 2004, serving in that capacity for 10+ years. Merril spent a year in Puerto Rico, where she developed a centralized federal funds management office for the Governor in 2014. She has also served on the US Office of Management and Budget and Association of Government Accountants Intergovernmental Partnership as a Steering Committee Member and co-chaired multiple workgroups for the Partnership. She was president of the National Grants Management Association from 2009-2012 and in 2011, was appointed by the Obama Administration to the Presidential Executive Order Workgroup on Improper Payments.
Merril holds a BA from Towson University.

Artur Elizarov

Art is the Chief Operating Officer at eCivis. He is responsible for the alignment, prioritization, and organizational strategy of company investments and ensuring operational excellence.
Before eCivis, Art was the Chief Administrative and People Officer of Mission Cloud Services, Inc., Chief Operating Officer of Gimbal, Inc., a mobile advertising and data solutions provider, and Vice President of Human Resources at New Dream Network, LLC. He also spent 2 years as the Guru of Employee and Labor Relations at Los Angeles County.
Art holds a BA in Cultural Anthropology and Ethnic Studies from UC Santa Barbara, an MS in Labor Relations from the University of Massachusetts, an MBA from Northeastern University, and a Masters in Organizational Leadership from Gonzaga University.

Sarah Kim
Vice President of Marketing

Sarah is the Vice President of Marketing at eCivis. She is responsible for linking the innovations of the company’s product team across the public sector to build the eCivis brand, create awareness, and drive customer preference for eCivis through all channels. Sarah has over a decade of experience driving demand generation for B2G SaaS companies across global markets and is the recipient of top performance awards from Red Hat and Experian.
Sarah holds a BA in Communications and Psychology from the University of Toledo, a Certificate in Graphic Design from the Center for Digital Imaging Arts at Boston University, and is currently earning her MBA in data analytics from Louisiana State University.

Nicolie Lettini

Vice President of Indirect Services

Nicky is the Vice President of Indirect Services at eCivis. She is a nationally recognized industry leader in indirect cost allocation and total cost of service studies. Nicky has nearly two decades of consulting experience, preparing over 700 cost allocation plans and cost recovery services and producing nearly $1 billion in cost reimbursement for clients during audits.
As a former senior consultant with both Maximus and Public Resource Management Group, LLC (PRM, now MGT), Nicky gained a broad base of experience working for state and local governments throughout California, Nevada, Oregon, Washington, Texas, New Mexico, and Colorado. As Founder and CEO of CostTree, acquired by eCivis in March 2018, she developed the first comprehensive SaaS/Cloud cost allocation solution on the market.
Nicky holds a BA in Managerial Economics from the University of California, Davis, and an MBA in Accounting at California State University, Sacramento.
