  • President’s 2014 Budget Lacking for Rural Schools? Caitlin Howley, associate director of the Appalachia Regional Comprehensive Center, has argued that President Obama’s 2014 budget proposal is lacking in terms of rural school support, claiming that “if the aim truly was to help rural schools support students, ‘Funding would be distributed based on need rather than the ability to submit a great proposal.’” Read more.

    • Use qualitative analysis to supplement difficult-to-measure benefits.
    • Consider the viewpoint of objective reviewers.
    • Focus on how the benefits clearly exceed the costs.
