Summary Overview
Congress returned from the elections on November 15 to sort out the agenda for the remaining days of the 111th Congress and began organizing for the power shift for the 112th Congress, which begins January 3rd. While Congress approved legislation to continue funding federal programs at FY 2010 budget levels through December 18th to provide more time to negotiate an omnibus appropriations bill or a long-term Continuing Resolution, they have failed to finalize any of the 12 appropriations measures for FY 2011.
As Congress prepares for transition and the fiscal year comes to a close, several legislative items still remain unresolved, which are expected to be on the forefront of negotiations when Congress reconvenes in January. This includes, the Healthy, Hunger-Free Kids Act, and funding for the Department of Energy's (DOE) Energy Efficiency and Conservation Block Grant (EECBG) program.
